The Ontario Ministry of Culture and Heritage includes the following in their 2005 publication Strengthening Ontario's Heritage.
"We often think of heritage in terms of the past, but we see heritage and interact with it on a regular basis, often without even realizing it. Cultural heritage is not only about researching our family history or visiting a community museum; it's walking through a cemetery, driving across an old bridge, attending a fall fair, working in an office in a refurbished factory, giving directions using local landmarks.
Identifying specific local cultural heritage resources is the first step toward conserving and protecting them.

Historic buildings and other significant heritage resources have been lost because their importance was not recognized -or not recognized in time.
Part of taking stock is deciding as a community what resources are most important to current and future generations. ..."
Cultural heritage resources can be: buildings and structures; cemeteries; natural heritage (such as trees, land formations and more); cultural heritage landscapes that reflect the interaction of people with their environment over time (such as streetscapes, battlefields and industrial areas); archeological sites, including marine archeology; spiritual sites; cultural heritage resource collections (such as museum artifacts, family photographs and maps); and intangible heritage (such as traditions, dances, beliefs).

Goderich is rich in architectural, cultural and natural heritage resources. Some of these have been designated, others have the potential for designation and still others are simply worthy of being noticed. All of these sites contribute to the quality of life in Goderich by enhancing streetscapes and providing concrete reminders of important events or past lifestyles.

The accompanying inventory is an incomplete work-in-progress. Some of the sites have been evaluated, others are on the list because they are potentially significant, but still need evaluation to verify the potential. Heritage Goderich invites members of the public to participate in this process by a) contributing information about any of the sites currently listed that might be useful in making an evaluation and b) recommending sites not yet part of this inventory that should be included.

Being on the inventory places no legal restraints on the property owner. It merely flags the site's potential of being significant to a wider audience than the owner alone. Significance may be attached to the building or structure itself or, alternatively, to the role the building or property plays as part of the surrounding streetscape or community.
